Public Hearing & Public Comment Rules *
  1. A maximum of thirty minutes shall be allocated to hear from the public during public hearings and the public comment period.
  2. Speakers shall sign up on the online sign-up sheet by the officially scheduled meeting start time. Should a Council meeting be called to order at 5pm and the Council immediately recess into closed session, speakers may sign up until 6pm, at which time the sign up will automatically close. No individual will be permitted to address the Council if they do not sign up to speak prior to the start of the meeting.
  3. Each speaker will be limited to three minutes.
  4. Speakers shall approach the podium and state their name and address when addressing the Council.
  5. Speakers must be civil in language and presentation and act within reasonable standards of courtesy.
  6. Use of slander, name-calling, personal attacks or threatening speech or behavior is prohibited.
  7. The council may designate or ask for spokespersons for groups supporting or opposing the same positions.
  8. The presiding officer shall open the public comment period by reading the rules set forth by the council establishing the time limits and rules in which a person or group spokesperson can speak.
  9. The council shall not engage in debate or commentary with residents during the public comment period.
  10. The audience must maintain order and decorum in their conduct, and must refrain from disruptive applause, comments or disorderly speaking during the meeting.
  11. A person who interrupts, disturbs, or disrupts an official meeting is guilty of a misdemeanor. A person who interrupts a meeting and is asked to leave the meeting by the presiding officer and refuses is also guilty of a misdemeanor. (§143-318.17. Disruptions of official meetings.)
  12. For Zoning Public Hearings Only: Citizen Comments on Zoning Amendments. In accordance with G.S. 160D-603, if a resident or property owner submits a written statement regarding a proposed zoning amendment, modification, or repeal initiated under G.S. 160D-601, the Clerk to the Board shall deliver such written comments to the Council if received at least two (2) business days prior to the vote. For quasi-judicial proceedings under G.S. 160D-705, only the names and addresses of commenters shall be provided, and receipt of such information shall not disqualify any Council member from participating in the vote.
